3 week old right eye turned outwards. Normal?

My 3 week old DD's right eye seems to permantly be turned outwards like a squint. I know occasional squints are normal for babies but this is all the time as in her eye is never aligned with the other. Is this still a normal thing that she may grow out of as her eye muscles strengthen?

We had similar with DC1z. The HV referred us to the Eye Clinic. He was doing it less often by the time the appointment came through. They did a follow up appointment and by then he'd grown out of it.
