2.5yo hitting self

Just looking for some advice

Over the past week my 2.5yo son has started hitting himself on the head or face when he is told off or told no (we have never hit him)

His speech is not great so wondering if this is possibly related frustration? Or a phase or a behavioural issue we need to get more help for?
He his hit out at me at times too when he is not getting what he wants or is upset

It could be frustration linked to not being able to express himself. Are you getting any help for his speech delay?

If not, I'd do this SaLT progress checker. If it says "you answered no to some important questions" you can request a callback with one of their Speech & Language Therapists.

One of mine had speech delay and we found signing helpful. Have you thought of introducing those?

I'd also talk to the HV and say that you want him referred for a hearing test and for some SaLT. I'd ask her to do the Social & Emotional Ages & Stages as well. You can fill it in at home and take it with you when you see her.
