Worried about development

My baby is 9.5months old she still not waving bye ,I'm really worrying about this, she doesn't imitate my sounds or gestures

I'd try to give her a bit more time before you worry about this. Yes, some babies are waving by this point, but lots aren't, and there won't be many who can copy a range of gestures. With sounds, what noises does she make herself? What happens if you repeat her sounds back to her?

This questionnaire https://www.socfc.org/SOHS/Disabilities%20Mental%20Health/ASQ/ASQ%203%2010%20Months.pdf gives an overview of development at 10 months – make sure you check the scoring sheet at the back, though, as they never expect 6 out 6 yeses in a section, and it's very common (and usually not a concern) if baby scores 'in the grey' in a section or two.
