Does this count as waving?

Previous concerns re DC gestures. Nearly 15 months. In contact with the HV 2 monthly to discuss development.
The last few days DC has copied waving in their highchair
I will wave my hand and they will wave back. Will only do it in highchair as probably no distractions and copies me. They will not do it for hello/goodbye, doesn't understand the meaning, generally just copying my actions occasionally.
Does this count as waving? The HV has asked me if they are waving yet but I am unsure. DH doesn't think so as won't wave hello and goodbye and won't do it consistently.
DC also clapped a few times a month or so ago but nothing since despite me doing it all the time. Again, do I say they can clap or not?
So confusing as I am not sure if I am overthinking it but when I see other friends babies, they will clap/ wave on demand consistently.

I'm by no means an expert and hopefully someone will be along soon who knows more but I'd say that counts as mimicking rather than clapping?

When's the next appoint for the HV and has she referred LO for a hearing test and SLT yet?
