today when i came home my dd1 was crying for real (the kind you do when you are really hurt), it may have been because her younger sister was bullying her

my dd1 is a very strong, outgoing, and sensitive girl. she has never cried like this. i just calmed her down. what can i say in these kinds of situations? is it better not to make an issue out of it? or to try to understand what happened and speak to her about it?
