1 on mchat but how important is...?

My LO is 21m. Have been a bit worried his development since he 'failed' the communication section on the HV questionnaire at a year old but since then he's come on leaps and bounds. Points and shares things with us, good name response, adequate eye contact etc. Language a bit slow but getting there. I have periodically performed the mchat on him and he now scores 1. The 'failing' question being I don't think he's ever looked at me when something 'new or unexpected' happens?! Is this odd? It seems to be a question about social referencing (i.e. taking your cue from other people's reactions to things). Perhaps there's more subtle examples in our day to day life where he does do this in other ways but I can't think of any. If I knew I'd be here when I started worrying about him I wouldn't believe I'd be concerned about this one thing but here I am. Any experiences or thoughts? (Link to mchat pdf below)
