Sleeping routine

Newborn is 4 weeks old in two days and noticed he's been fighting sleep lately (past two days) I feel like he's overstimulated and don't know why he's up for hours only to nap like an hour
Usually his routine is waking up every 3/4 hours to feed , change etc and wake up every 1-2 hours to feed or change during the day

Was wondering if he is meant to be up for hours during the day or am I right in thinking he's overstimulated and should be sleeping? It's really been stressing me out hell he babbling to himself during the day or staring at the wall

I've tried white noise and he'll be calm but not fall asleep , tried contact napping but that gives him 30/40 mins max
Tried swaddling but he hates it
Black out room during the day (I leave them open for an hour or so he can differentiate between night and day and seems to help a little I think? as soon as I lay him down he's straining and grunting and and hands all over the place.
I know he's tired but I don't know what to do? First time mum here help me out lol

I think it's pretty normal for them not to drift of peacefully at such a young age.

You could try using s T-shirt DH has worn as the sheet in the Moses Basket to give it a reassuring smell.

My DS would sleep if we were out so I'd walk with him in the pram and the go fir a coffee with a friend or read a book.

DD would sleep in one of those big stretchy slings.

Neither were fond of napping in the Moses basket for very long.
