23months old keep saying bye

My DS is 23months old
He not talking yet
He says 20-30words
Do understand only 20% of commands...
Points only sometimes when he wants to
But my concern is he waves bye to everything if we ask him anything he keep saying bye ...he says bye to fan , to pictures in the tv , to everything .and
pulls his hair when drinking milk...

Is this concerning...

Well firstly if he's saying 20 to 30 words, he is talking!

I don't think the waving is concerning at all but you mention that he only understands about 20% of commands.

Does he understand simple commands such as "kiss Mummy" or "where's teddy"? Does he understand more words than he can say? There is a useful progress checker for his speech and language here.

He understands but that only very few ...he says 20words he understand only approx 30commands ...
