Could my three month old be teething?

Hi all.

My 3mo girl has bright red cheeks, chewing her hands and it's slavering constantly. Having to put a bib on her, she's not upset, quite happy.

Could she be teething?

Potentially but could be like a pre-teething stage where gums are hardening.
It's really normally for them to start putting hands and other things in mouth from 3 months+ Smile
