27 month old sometimes hitting

My 27 month old has started hitting sometimes - not out of anger or frustration I don’t think, more like she’s a bit bored and tired and just does it. She’s dropped her nap but still gets tired and so needs an opportunity to chill out after lunch.

She very rarely does it to me but does it fairly often to her dad. We have tried ‘telling off’ but she just laughs - maybe because she’s gotten an interesting reaction?
If she does it to me then I have been reminding her about kind hands and then moving on to something else and she won’t do it again.
Her dad is very keen on properly addressing the behaviour and taking away a toy for the day - this does work in the moment and she will stop, but hasn’t reduced the behaviour over time towards him.

Any similar experiences? Am I doing the right thing? I thought we might be out of this phase - it’s been going on a while - but it doesn’t seem to be going anywhere.
