12m old eating paper

My 12 month old DD keeps eating paper and card. It's been going on for about a week, she gets really cross if I take it away from her.

She eats letters, books, packaging, anything. If I give her a box of raisins she would rather eat the box, I offered her nuggets and chips tonight (we are having a lazy takeaway this isn't normal) and she tried to eat the paper they came in.

She eats a varied diet, fruit, veg, meat, cheese, carbs, yoghurt, cows milk from a bottle, I give her vitamin drops. I can't see how she would be lacking anything.

Obviously I take it away from her but clearly this isn't normal. Would you guys call the doctor?
