Walking milestone

My son is 17 months and not walking yet. He will walk holding onto our hands or furniture but if we try to encourage him to do it independently he gets very upset and seems so scared, throws himself on the floor and sobs. He doesn't like standing independently either and it's very rare for him to do that too. Maybe if he's really distracted looking at a toy for 20 seconds.
As far as I can tell he's got all the physical skills needed but just seems very nervous of it.

Has anyone else had a child who was like this and is there any way to help him? I know 18 months is the milestone and I'm not incredibly worried I would just like to be able to help him more but unsure how without making his fear worse?!

Curious if your child started walking I'm in this position now with my 17 month old and any advice that helped?
