Teenagers experimenting

I am a mum of 3. My two oldest DS 15 and DD 12 have recently been found to have been vaping. DS was first to this and has been grounded on several occasions which doesn’t seem to have any effect. DS has also recently been found to have smoked cannabis! Again grounded and lost all privileges. DD, the most recent child to be caught vaping appears not to see an issue with it! She is being dealt with in the same manner as her brother, I have informed the school and am working closely with them to have both kids monitored whilst there.
I am at a loss on how else to deal with this, the grounding, long chats about mental and physical repercussions and the loss of privileges just don’t seem to be working! I am worried that these behaviours may lead to a life of substance abuse and that’s the last thing I’ve ever wanted for any of them.

Please help, how would/have you dealt with this? Are there any other effective consequences that I can put in place to deter these behaviours?

No experience sorry @Mammymess but I'd ask @MnHQ to move this over to the teenage board. You'll probably get someone with experience in there Flowers
