Dealing with violent toddlers

On a play date today (two three year old toddlers/ girls if that matters) my toddler was kicked in the stomach.
I don't know for what reason.
I just started calming my little one down, and the other mum and I said the kid is sorry. (She probably apologised- I don't remember all details as I was calming my little one who burst into tears).
Obviously kids are kids and I didn't find it appropriate to say anything to the other mum.
But wonder what to teach my little one - she always says no /don't do it with words but kids obviously don't always react to it.
To encourage her to get back? Because me or other adults may not be around if something happens again. It has happened in the past with another kid and she really avoids that kid now.
