My little boy is 16 months and doesn't say any words. He'll say mama and dada sometimes in context and sometimes randomly. Babbles a lot and can point and clap but doesn't wave. Should I be concerned?

I wouldn’t worry too much at this stage. The most important thing is to make sure you have a language rich environment to encourage language development as much as possible. For example, make sure you read with him, show him animals and make animal noises, use simple language like ball, does xxx want a ball and show him the ball etc. They all develop at their own pace and some are later than others. The key thing is to seek some support through your GP or health visitor if you feel you notice the babbling and the language isn’t progressing at all. Most of the time it just comes when they are ready. There is a good Instagram page if you have time to look, it may give you some more ideas.
