DD keeps pushing other children

Has anyone got any advice. My DD who is almost 2 & a half keeps pushing children everywhere we go.
If we're at soft pay she ALWAYS finds some other child to push. Of course I follow her everywhere she goes and if I haven't managed to stop the pushing I will always apologise to the parent & child and ask her not to push and if she does it again we're going home. And guess what? We always end up going home as she does it again & again.
It gets me so down. Can't take her anywhere.
DH & I have lots and lots of friends with children and we never see them as we're scared she'll push their DC
Dreading today as we have no plans and would love to take her to the park or soft play but it gives me soo much anxiety.
Everyone says it's just a phase but this phase has lasted for a year so far
Any tips?
When she pushes I'm always firm and ask her not to push & be nice
I will always give the other child lots of attention when apologising , I will take her home and explain why we're leaving , I've even tried to ignore and not give her any attention when she does it.
None of the above seem to work
