What age should children be aloud to make tea? Is 9 too young?

It is a judgement for the individual parent and the individual child.
Much will depend on the height of the child, as you don't want them to be reaching up to pour boiling water from a kettle.
The skill / mechanics of it though should be easily manageable by neurotypical 9 yr olds.

Did it for my Brownie hostess badge (back in the 70s) so I must have been 7 or 8.
