My baby is 3 months old and she will on lift her head and push up with her arms on my chest. And occasionally on a cushion. She will not do it on a completely flat surface like the floor or changing mat. She just licks it or gets upset. If I carry her around on my chest or over my shoulder she lifts her head and looks around with good strength and control, Is this normal?
