How many words should 14 month old have?

My son is just coming up for 14 months.

He has been babbling away since he was about 6-7 months but nothing that would make sense.

He can say mama, mum, dada, his name, two. He attempts bye bye.

However should he be saying more words and more words in context? He doesn't copy sounds we make like animal noises. Doesn't ask for cup or up.

Is this normal development? Just I see some babies his age saying words in context and addresses people like Nana etc.

I think they expect 3 words by 15 months (as in words in context and consistently to mean one thing.)

My 13 month doesn't have any words but I'm sure he'll get there.
