4 month old always crying

I'm a first time mum and just wondering if it's normal for a baby to cry ALL OF THE TIME! When I say all of the time I literally mean every waking minute of the day. He was a hysterical new born which I expected and was told the crying would settle down when he hits 12 weeks but it hasn't. It makes me feel terrible like I can't ever make him happy and people are constantly commenting on how much he cries which makes me even more concerned. I've had him checked over by a GP for a cough he had last week and he had no concerns. I feel like when I speak to health professionals they don't believe me when I say how much he cries.

Is this normal behaviour for a baby this age and what can I try to keep him happy?

That must be so hard. Is he following his centiles and are there times when he's happy?
