2 year old hitting older sister

Without a doubt everyday my 2 year old hits her big sister (almost 4), starts at breakfast sitting at the table she will kick her. When they are playing she will take stuff off her, pull her hair, hit her with toys.

My eldest is very sensitive and won’t really stick up for herself, she’ll just shout me or cry and let her do it.

Any ideas on how to help???? I’m going insane!

Have you tried separating them? Mine sit at opposite ends of the table, can't remember why know but I'm sure it started of like this.

Your two year old doesn't have impulse control to be able to stop herself.

Keep them separate and remove younger if that happens or distract. Teach older to say 'i don't like that, please stop' and move away. As many times as it take.
