Any way to discourage the screaming?

DD is nearly 9 months and is a screamer. Not through upset but rage, frustration and who knows what. It is truly earsplitting when she fills her lungs and screams at maximum volume and pitch for several seconds. With no exaggeration, it leaves our ears ringing. My mother has mild tinnitus and finds it really uncomfortable.

Is there any way at all to discourage it? We try not to react at all. When she is doing it out of frustration I'm torn between quickly doing the thing she wants so that she knows I understand her and not doing it at all so that she learns that screaming does not bring rewards.

Any advice?
