10 month old can't figure out crawling

He's been able to sit on his own since 7 months, but always hated tummy time although now he can bring himself to tummy time position by himself from sitting. He gets into the crawling position but sits back down allll the time. And when he's on his tummy he just whines because he doesn't know what to do after that.

He's doing fine with everything else, claps and waves and very smily and engaged and has good fine motor skills. But very behind on gross motor skills.

Is this normal?

My first wasn't crawling at that age. As long as he can stand, with you holding his hands I think he's fine.

No advice but same situation here. My dd hasn't figured out what to do with her legs when in crawling position. So she moves forward with her arms, then flops onto belly and then cries.
She can pull up to stand and stands around for ages, not cruising though.
I don't think that's considered behind in gross motor skills btw. They all get there in their own time I guess.

My DD was the same and then randomly at 10.5 months started commando crawling. She’d just been rolling everywhere until that point. Now at 11.5 months she’s only just started getting on her hands and knees! In our 9-12 month check, the HV said they don’t consider non crawling as late development and as long as they show intention in their movement, it doesn’t matter how they do it necessarily.

That's not remotely behind on gross motor skills? Crawling isn't even a milestone! He sounds perfectly fine and is progressing towards crawling if he is getting himself into the position? Fwiw ds didn't crawl until 10 months but when he decided to try he was off like a rocket as if he'd been doing it all his life! Try not to worry he sounds completely on track to me.
