How old is she? Could it be a hemangioma (a type of birthmark) that’s under the skin rather than on the skin? Those things usually become more apparent around 3-4 months of age even though they are there from birth (just deeper in, so take a while to show up).

Otherwise I’m not sure and would show to a GP.

So the age fits. These things aren’t dangerous and usually resolve by themselves, they are just a clump of extra blood vessels, imagine like knitting wool getting a bit muddled up.

They’re only really a problem if: they’re somewhere like over the eye obstructing vision or need the mouth and interfering with feeding OR if there are multiple ones visible, in which case they might do an MRI to check if there are also any internally and what they’re doing, which is very rare.

If that’s what it is, it should be no trouble on the hand.

Hard to tell from a photo though. Maybe someone will have other suggestions.
