Toddler biting

Totally at my wits end and looking for advice 😞 my toddler is 20 months and whenever he doesn't get his own way he will kick, hit and bite and headbut. He was just playing out the front there and ran away so when I picked him back up, he bit me and has broken the skin. When I picked him up he wasn't getting in trouble I simply picked him up and that was his reaction because he wasn't getting to run away. I brought him back inside for biting me and he is now sobbing and crying and won't calm down.
I know it's 'normal' for toddlers to hit out as they can't express themselves but I'm now at the point in scared to take him out as when I pick him up or he doesn't get his own way he is going to bite me or hit me

Is he on a naughty step? There was a very similar thread on here just a couple of weeks ago. Try searching for biting in the advanced search. Lots of good ideas on that thread.
