Tantrums galore

Help!!
I'm at my whits end.
I have 2 and 4 year old boys (born 23 months apart) and the tantrums are relentless - screaming, crying, thrashing, growling.
They also both seem to have an issue with listening/following instructions and they fight CONSTANTLY.

No matter what I try they just don't seem to be getting it.
I've tried behaviour/reward charts, positive reinforcement, sending them to their rooms, taking toys away, I've even tried getting down to their level and speaking/explaining - nothing is working!

I try really hard to be consistent and they have a good routine overall however dad works/lives away mon-fri, I work 3 days and they go to nursery too but these tantrums and the fighting is making me not enjoy my time with them (which in turn makes feel like a terrible mum).

I understand terrible twos and sibling rivalry are a fact of life when you have kids but I'm really struggling.

Someone tell me a. What I can do and b. That I'm not alone and this is normal!
