Head banging baby - bumpers?

My DS 11 months is a head banger, he mostly does it in bed, either as a way to get off to sleep (!) or sometimes just randomly. It didn't used to be an issue as he would just bang his head against the mattress, but now he does it against the headboard. I'm not so worried about him hurting himself as he would definitely let me know if he did, but it's more the noise, it's so loud and he's recently started doing it randomly in the middle of the night. It disturbs my other DC.

I know bumpers are a no no, but is there any other cot padding I can use? As it's really unfair on my other DC who's getting woken up every day at stupid o clock.

At 11 months are bumpers still a no? I thought they were mainly a SIDS risk for babies under 6 months?

I don't know to be honest I thought they were just a hazard in general, risk of strangulation etc on a more mobile baby?
