Deferring my child from school

So, well my son who is 3 (turning4) in December is the quietest most nervous wee guy u would meet. Not around family members or people he sees often,mainly nursery and adults that try to say hello when out and about. Our nursery thinks it would benefit him socialy & emotionally and I agree tbh that he stays in nursery again come this August instead of going into big school. Heres the thing that's bothering me tho, yesterday when I went to pick him up he had scratches on his face, I asked what had happened and he says nothing. The teacher pulled me aside to say a girl they are working with to correct her behaviour had scratched him (both sides of his face) BUT he never told a soul :(. Y didnt he speak up? Y is he so worried to tell what happend? It must have been really frightening for him and sore, and he just didnt say a word until a teacher say his red cheeks, and eye... put 2 and 2 together and worked it out. My poor boy will he ever get confidence, i worry when he goes to nursery and have done so for a year now, why do you think he could be so nervous? My older daughter is 7 and total opposite ,out going, confident and sure of herself always has been. Have I done something different with him to make him so nervous? I dont feel my parenting changed apart from being more confident about parenting when he came along, so whattt there heck?
