16-month swatting!

Hi,
My little boy always had the habit of swatting at things be it flowers, the cat and just objects in general. Now that he is interacting more and more with other children he’s actually made several toddlers cry!
Even when I pull his hand, say no and am firm, and even when he sees the other child becoming upset he doesn’t stop it. I end up apologising and moving him away.

From the beginning we were always on top of it, being firm, saying “no”, and showing him how to touch things. However, this hasn’t yielded any results, and of course we’re getting concerned.
Today at lunch time he actually swatted me, and did exactly what I usually do, but it really freaked me out!

He isn’t exposed to this sort of behaviour at home (he is not yet going to nursery), so I’m struggling to understand this.

Does anyone know what this is due to or how we can change his
HELP!
