Toddler hitting baby sister

I have a 2 year old son and 5 week old daughter, my son hit the terrible twos quite early on really and we've had the whole biting phase and we are now out of that! However he hits, kicks and pinches myself and husband and has done for a while now and we utilise a time out step. Not that it works but that's another story!! I've recently had our daughter and he is terrible with her. I accept it may be jealousy but I don't know what to do anymore. He hits her and throws things at her and I don't know if it's normal or what to do about it! My biggest question is; is he normal?!? Should I be worried? I can't leave them alone at all I just don't trust him!! He literally threw a play doh pot at her face as I wrote this and I'm sat right here! He has as much of my time as I can give him and I purposely do things with him when she's asleep, he is a lovely bright little boy but I'm at a loss with his need or want to hurt us all especially his sister
