How to deal with lying

So my 3.6 year old DS has started telling lies. I think very minor ones have been going on a while eg blaming his teddy for things he's done every now and then. But it's come to my attention more recently as today he told two quite big ones - he said he got the bruises on his leg from where I hit him (obviously didn't happen!) and he also said my parents' dog was hurting him under the table when the dog was nowhere near him.

I've read this is actually a positive sign that he's developing theory of mind? I don't know.

But anyway, what's the best way to deal with it? I told him today it's not kind to tell stories, is that ok?
