15 month old ds pulling sister's hair...how to deal with it?

My 15 month old ds often pulls my 3.5 yo dd's hair, and as he can do it quite hard it is quite distressing for her. We have tried saying No, firmly, and removing him from the situation, but I am aware that as he is still so little this may just be reinforcing him (any attention is good attention etc....)
Should we just ignore it and hope it is a phase? Has anyone any tips on dealing with him? Thanks in advance...

Give lots of attention to your daughter when he does it and ignore him for a short while. He should soon get the message.
