How can I stop him being like this?

My DS (2yo) is getting more and more naughty by the day, I literally don't know what to do.

He
Got hold of DD (6yo) ipad last week and smashed it. I then was out of the lounge for five mins to sort his lunch and he got into my make up bag (I was getting ready to go out), got out my manicure scissors and scored our television. It now has 100 deep gouges all over it. He smacks everyone, when we tell him a firm no, he smirks. If we ignore it, the behaviour escalates.

I have raised him exactly the same as my DD and she is so well-behaved. She has autism and has responded well to our parenting. I have tried the naughty step for about a week and it made the tantrums worse. I am panicking that I have really messed up with him. He has medical problems and is disabled - he has had two operations already and more scheduled but I don't feel like he has been spoiled as a result.

I will not lay hands on my kids but he does not respond to anything I have tried. It's just pointless destruction and nastiness. What can I do? Sad
