Neighbors child always crying

Our new neighbors moved in about 8 months ago and they have two children I’d say about 1.5 - 2 and 3.5 years old. I have two children of my own and previous neighbors had 3 kids. I am genuinely worried, the youngest cries and shreaks terribly all day and all night at weekends and from when they both come home from what I presume is child care. They leave her crying for hours on end and sometimes put her outside the front door (on a busy road) to let her scream and cry with their front door open (which is directly in front of ours, side on front doors) they keep to them selves and have just moved from Albania and Ireland in the last 5 years but more recently next door to me. Both me and dh are worried about the child what with crying all day and night clearly in distress, sometimes the older child too. They aren’t the sort of people you couldn’t knock and lend a kind ear to if you wanted to aliviate any troubles, also don’t want to interfere but this has been going on for 8 months now and my children are asking what’s wrong as well as being kept awake by children in distress. The small ones bedroom seems to be above left to our living room window/ back door and I’m guessing they put her in bed and leave her to cry very loudly and desperately for up to 3 hours on average. What would you do? The noise is a factor in us all sleeping but I’m more concerned about their welfare

Obviously each to their own parenting style but this is truly something else

Sounds like child neglect/abuse: very sad. I had a similar situation. I would say do what your gut tells you. I'd report it to be honest. A lot of times people dont want to get into anyone's business but what if the child is being abused bad? At the end of the day you should do what's best for the children. Forget anyone else opinion. Maybe that way she'll think twice about what she's doing and that way they can make sure the children are okay.
