15 month old whining

Is it normal for my very forward 15 month old to whine constantly? She is such a funny, intelligent and caring little person but when we're alone she whines constantly, what seems out of frustration, ie can't get her pram or toy out/stuck on something or can't reach something, generally when she can't do something herself. Is this the 'terrible twos' stage and will she grow out of it soon? Any advice? I tried show mummy, letting her take me to what she wants and she still whines until it's physically in her hand. Between the whining and 6 months pregnant I'm drained to say the least 🙈
