Weaning 18 month old to cows' milk

Hi all,
My toddler has just hit the 18 month mark and is currently being breastfed. He snacks more than he has meals and can be quite fussy. However, I feel I can work around that.
My question is how to wean my child into fresh milk?
He constantly asks for breast milk but I feel it's more for comfort or maybe he's just wanting to get full with breast milk. I don't know.
I've tried almost all methods of milk weaning including adding stuff to the milk to putting in a Sippy cup and now he's come to the point where he recognises the milk and will refuse it straight away.
How can I go about this? I want to start weaning him off breast milk. He still wakes for a feed during the night upto 5 times! Anyone have any advice?
Please?

Thanks in advance.

The recommended about at this age is 300mls and this includes all dairy added to cereals, sauces, custard, yoghurt, cheese etc.

If he's having diary in other forms I would t worry too much as he's getting the calories, fats and fat soluble vitamins.
