Whining 1.5yr old

Hi everyone,
Does anyone have advice on how to stop a 1.5 year old being so whiney? He has about 40/50 words so relatively good for age, but he is constantly whining to get what he wants. Everything has the tone of a question, like "mummy? Mummy? Mummy?" "Ball? Ball?" "More?" Getting progressively more and more annoyed and irritated if he doesn't get what he wants and descends into tears. I know it's such a frustrating age for them, and he'll get better with more words, but is there any way I can try and teach him that whining won't help him get his way?
This may well be completely normal - he's just my first and I'd like to try and ward off having a super whiney 2 year old if at all possible....wishful thinking?!

Well he's a baby still OP....he may have some words but he's a baby.

Is he getting enough one to one attention? Enough entertainment, exercise and interaction?

When he’s a little older, he’ll have more understanding and you’ll be able to ask him to use his normal voice, but for now, he’s just being a baby.
