Light sleeping and not re-settling becoming a big problem

DD1 (aged 3) is becoming a nightmare sleeper and once she's been woken up will cry until i go in and then either lie back down with a simple stroke of the head or take a good 20 mins convincing to go back to sleep!! I quite frequently have to sleep in her bed if she wakes during the night (a rod for my own back i know!) because if she refuses to re-settle then she cries and eventually wakes dd2. Most nights she wakes when we go up to bed or if the phone goes or we need the downstairs toilet and sometimes she can wake 3 or 4 times before we go up to bed and will not go back to sleep until i've gone in to see her. I'm exhausted which in turn makes it harder to put up resistence but i'm also fed up because it really restricts what we do e.g. friends over for dinner, sitting in the garden in the evening etc etc Advice on changing this would be greatly appreciated
