DS refusing to move up a swimming level

My ds can swim. He has completed the first level at his swimming class and was excited to get stickers and progress but now he’s ready to move up he will not.
Absolute refusal.
It’s the same time, same pool, just a different teacher and adjacent lane.

Before Christmas he got hysterical so we left.
Today he got upset again so he’s been allowed to stay in the class he’s too good for.

What can I say/do?
Or do I just leave it till he’s ready or the swim school starts to object?

This really isn’t a humble brag but he’s noticeably better than his group even though he’s youngest/smallest.
