Flat head - hates tummy time

DS1 is 11 weeks old and I've noticed he's developing a slightly flat head. I'm aware of the need for tummy time but he screams whenever I try to put him down. I've tried propping him up on his front on the Sleepyhead or a cushion and tried to entertain him with toys but nothing seems to work.

Any alternative ideas for keeping him off his back whilst he's awake?

Sling him. Or front carrier.

Tummy time doesn't have to be on a mat on the floor. On your knees/lap or carrying so he's looking over your shoulder all count too. Would he tolerate that?
But yes, as mentioned above a sling would be perfect.
