12m old biting EVERYTHING

My DS has bitten everything since he has teeth. It started with biting while breastfeeding, which never ceased so I stopped when he was 9/10 months old. He now bites the sofa, peoples clothes who hold him and worse still, the people themselves He does it laughing, and has never bit anyone other than me or DH yet, but, he does it ALL the time. When we mess around (he loves being rolled around on the floor, then layed on my tumy etc.) he will giggle, open his mouth, lunge forward as he laughes and scrapes me with his teeth or bites down. I have tried saying "no" and then sitting him on his bottom, not smiling when saying it etc. but it hasn't worked one bit. I know he is young for discipline (sp?) but I don't know how to "treat" this. If I am on the sofa he will waddle over and bite me, so I have taken to sitting on the sofa with a duvet over me for protection! What do I do?
