Climbing and safety

My toddler is now climbing really well and as it gets warmer we are about to experience a big problem. Our flat has 2 balconies with built in planters that will enable him to climb up and potentially get over the top rung I understand that vigilance is the answer but I would feel even better if there was aphysical barrier too. I was thinking about using those spikey strips they put on ledges to stop pidgeons settling. I thought they might be a deterent to clambering. Does anyone have a good idea to help us. Thanks so much

can you not get a stairgate on you door to balconies?? The spikey strips may just end up hurting him rather than detering him.
