Eye contact - improving it in a toddler?

Ds is 22 months. Currently non verbal due to combination of very poorly babyhood and week long intubation at 10 months. Some sounds. Developmentally they're not sure I'd his delay is due to his hospitalizations or genetic issues.

Anyway, socially he's interested and responsive, likes staring at people til they look at him and doing saying actions for their attention although he's less confident out of the safety of his chair / pram / my lap.

The issue is he doesn't really look at me when I talk to him or he looks briefly but then carries on playing, showing me stuff. I need him to learn Makaton but if he doesn't look at me, how do i teach him?
