Toddler repeats everything I say to him

I've heard this is called Echolalia. How normal is it for a 2.8 year old?

If I ask him 'do you want some dinner' he will repeat it back word-for-word. Hardly ever says 'yes' unless pressed too. Doesn't answer questions just repeats back.

He has speech delay but is coming on well now.

I didn't know this condition before, and many children will do similar things just for fun. But Echolalia is a recognised condition, and needs investigation by professionals.

So I would contact your GP or HV, and ask them for help, and take DS with you so they can see him and how he behaves.
