Towel rail safety

Hi. This always really bothered me with Ds1 but now I have Ds2 I've definitely got to sort something. I've "googled" it and had a good look but can't find anything which I can buy to stop a baby grabbing hold of a towel rail. We've obviously turned the thermostat down and ideally they aren't near to it but I need something in case he gets to it. I thought there'd be a sleeve could buy, has anyone seen anything such as this to save me fashioning my own from pipe insulation? Thanks

we just turned ours off when the DC were little. it wouldn't turn low enough to be safe so I just turned it off.
