It's not screaming Asperger's to me from what you have put. Things like Asperger's are Autism are more apparent in their social skills. What is she like socially? How does she interact with other kids?
Does she go to nursery and if so do they have any concerns?
My son has autism and it was more apparent in his lack of social skills. He only had a small delay (6 months ish) in his general development. But his social and emotional development is very poor, he is 9 and probably similar to a 4 year old with his social and emotional skills.

All prefectly normal in my book. Get her hearing checked though. Both my DC still talk to random strangers and they are much older. Make sure she just goes to plenty of social activities
