Hitting when excited

My daughter is 27 months and when she get excited she hits you and scratches and pulls your hair never but never does it anger I tell her no!! And stop her and say to her "that hurts mummy" " that makes mum sad" she pulls a said face then 10 mins later does it again any advice?

When she does it get up and walk away from the activity. It sounds like she is just going through the motions with you when you talk about it with her eg pulls sad face.
Later explain that you like it when she has gentle hands. Tell her you don't like hitting and scratching.
Be consistent with the walking away, ignoring her when she does it, try not to try and talk to her then. She is excited and won't be listening problem. Might take a few weeks to settle.
Really go to town telling how much you like it when it doesn't happen.

Awww thanks where at are wits end with her she's started doing it with other children and they don't understand she's trying to play one mother has stop seeing us because of it
