Dd will not let me leave

She is 1, and this has been going on since birth. Whenever me or my dh leave her, she just starts to cry, even if there is someone else is with her.
What can we try, we have tried just leaving her, or leaving with time etc, but no luck.

Its only five minutes if i leave her somewhere, but if i go upstairs to put ds to bed, she stands at the stairgate in tears, until i come back down
