8yo wetting and soiling pants :( any advice?

My lovely, sensitive, 8yo godson still regularly wets his pants and, less often, soils them :( He is very embarrassed obviously and I have a strong suspicion is being teased/bullied because of this.
His parents have had the urinary incontinence investigated and been told apparently that there is nothing seriously wrong medically. The GP has told them that the soiling problem is linked to constipation.
My poor poor best friend, his mum, is at her wits end but seems to think she has reached the end of the road and that they should just hope it improves. It's been happening though for months/years, I'm not sure he has ever been dry at night for example.
Do I dare/should I gently suggest some sort of psychological investigation?
There was a very frightening and stressful family situation when he was 5 and though I am not remotely an expert I can't help wondering if some of this might date back to that? He is a very sensitive and easily upset little boy, not as robust as the other similar aged children I know.
Does anyone have any advice at all? I hate seeing him so mortified by this :(

It's totally possible to treat this. My son had it for years but it is sorted now - Movicol is probably what they need. The Gp should know all this, if he is no good then they should push for a referral to a clinic.
