12 month old - how to say no without it turning into a game?

I'm keen to set boundaries, show consistency etc. I'm trying to tell ds not to touch certain things eg TV. So I say no, then move him away and try to distract him. he then crawls back to the tv!
what tips do you have at this stage?

I don't want to end up as a mum who has no influence over her children's behavior.

Do what you're doing and just keep doing it. They get bored eventually and move on to the next thing you'd rather they didn't do

However with the tv we did have to place a table in front of it to protect the screen!
